4 unpaired electrons should be present since F- is a weak field ligand pairing wont take place 
is it an exceptional case to general theory

It is a diamagnetic complex, Inspite of presence of weak field ligand there occurs forced pairing due to more effective nuclear charge of Ni4+ cation. This complex is d2sp3 hybridised. Ref: ( structural inorganic chemistry by Wai Kee Lee)

     THE OXIDATION NUMBER OF METAL IS INCREASES CORRESPONDINGLY THE ENERGY GAB BETWEEN THE t2g AND Eg ARE INCREASES. HENCE THE FREEL ELECTRON ON THE METAL(NICKEL) IS FILING FIRST IN THE t2g ORBITALS NEXT Eg ORBITAL.  HERE THE 6 ELECTRONS ON THE METAL IS FILLING IN t2g ORBITAL . SINCE THERE ARE NO UNPAIRED ELECTRON IN THIS COMPLEX. SO THIS COUMPOUND IS DIAMAGNETIC.
