the answer lies in structure , if u can refer to the structure , h2o2 is a non planer molecule , 
the OH bonds in the molecule posses a dipole moment whoose direction is from H to O atom , 
the vector sum of the two dipole moment of two OH bond gives the overall dipole moment as 2.6 D to the molecule .
