for any group in general , the formula for calculating the no of hybrid orbitals is group no. of central element + no of atom surrounding the central element ( except oxygen ) – charge on the central element whole divided by 2 . 
the above are the statement of drago rule . 
to simplify 
no of hybrid orbitals . = ½ (V+M+C+A)
THE condition to apply drago rule 
1- the central atom / element should be highly electropositive . 
2- it is generally applicable to nearly all p block element .
