Transition elements exhibit more than one oxidation state because the inner d-electrons i.e. (n-1)d invove in bondingalong with outer i.e. nS electrons as the energy gap between(n-1)d and nS is less.

Almost all of the transition metals have multiple potential oxidation states. ... All the other elements have at least two different oxidation states.

Transition metal as "an element whose atom has a partially filled d sub-shell, or which can give rise to cations with an incomplete d sub-shell"
