In cuprous chloride copper is in +1 oxidation state where as in copper sulphate copper is in +2 oxidation state. copper (+1) is d10 cofiguration and has no unpaired electron, so there is no transition possible. copper(+2) is d9 configuration and has an unpaired electron. so transition is possible and it shows colour.
