this is related to the concept of hard and soft acid base reactions. Soft acids react with soft bases and hard acids react with hard bases. So Al and Pb being p block elements are soft acids and they have tendency to form complexes with weaker ligands so all s and p block can form complex with weak ligands not with strong ligands like nh3.
