chlorine will have more higher ionisation enthalpy than flourine because after losing one electron chlorine gets nobel gas slability.

correct answer should be-

> Cl > Cl- > F- because

  1. Fluorine is most electronegative element (EN 4)
  2. Chlorine has EN less then fluorine (EN 3.5)
  3. since there is a vacant d-orbital in chlorine, it could hold the extra electrons there.
  4. Fluorine does not have an extra vacant orbital, so it may loose the extra electron easily.

Ionisation energy of Cl- is more than that of F- because addition of an electron to Cl gives more energy than in F so removal from Cl- requires more energy
