chlorine will have more higher ionisation enthalpy than flourine because after losing one electron chlorine gets nobel gas slability.
correct answer should be-F > Cl > Cl- > F- because Fluorine is most electronegative element (EN 4) Chlorine has EN less then fluorine (EN 3.5) since there is a vacant d-orbital in chlorine, it could hold the extra electrons there. Fluorine does not have an extra vacant orbital, so it may loose the extra electron easily.

Ionisation energy of Cl- is more than that of F- because addition of an electron to Cl gives more energy than in F so removal from Cl- requires more energy
