CCl4 is a symmetric molecule and hence even if each bond has a dipole moment, the algebraic sum of the dipole moments of all the four bonds cancel out resulting in zero dipole moment.
The geometry of a carbon tetrachloride molecule is tetrahedral. The molecule consists of a central C atom, which has a coordination number of 4. Four chloride (Cl) atoms can bond to C. When they do, they assume a geometry around the C, in such a way as to put maximum distance between themselves/each other, and minimize repulsion. This results in a tetrahedral configuration. Therefore, the molecule has no net dipole moment. They all sort of cancel each other out. So, a nonpolar molecule can have polar bonds, but due to symmetry in the molecule, there are no net poles.

HEY MATE !!!
C-Cl bond is itself a polar. however it's symmetrical tetrahedral shape cancels out all the movement therefore it is nonpolar.
