generally , +ve oxidation state are shown byt the metals , and -ve oxidation states are shown by the non metals . but there are some limitation . 
so, here iodine will turns out to be the correct answer ,

The correct answer is iodine as here fluorine is highly electronegative and Cs is highly electropositive so they can`t show any other Oxidation number except 1.. And xenon always prefer loss of electron hence the left option is iodine for eg ICl and HI... Hope U like it
