first of all let i explain you the term “electron gain enthalpy” in a short words.
Actually it is the tendency of an atom to gain an extra electron to in its valence shell to gain stabilty. In case of oxygen and fluorine, we know well that fluorine atom has 7 electrons in its valence electron and it need only 1 electron to complete his octet in comparision to oxygen which have 6 electron in its valence shell.
So,on being more electronegative and increased nuclear charge fluorine will have more electron gain enthalpy than of oxygen.

Electron gain enthalpy increase across the period.As F comes after O in a period.F will accept the electron and form a gaseous ion.NOTEThere is one exception: it is ClCl has the highest electron gain enthalpy.
