Neon has weak van der waals forces. So neon is large in size than fluorine. In neon the electrons are more crowded and hence the force of attraction from the nucleus decreases and this results in greater size of neon than fluorine.

Dear student 
I would like to add 
Neon has 154 pm and fluorine has size of 135 pm.
So neon, which has atomic number Z=10, has it’s electrons more tightly bound to it’s nucleus than fluorine, who’s atomic number is Z=9. The extra electron in neon makes little to no difference to it’s radius.
