The Gibbs phase rule is regarding the possible number of degrees of freedom present in a molecule and the temperature dependence. We know that the number of degree of freedom varies with temperature and the chemical environment it is in a.k.a chemical affinity.
The number of restricting conditions on a chemical reaction can be attributed to limiting reagent and following the second law of thermodynamics.
