IN AN ATOM THE ELECTRONS PRESENT IN OUTERMOST ORBITS FEEL LESS ATTRACTION FROM POSITIVE CHARGES OF NUCLEUS THAN THE ELECTRONS PRESENT IN INNER ORBITS.
THIS IS BECAUSE THE FORCE EXPERIENCED BY OUTERMOST ELECTRONS IS LESS BECAUSE OF THE INNER ELECTRONS SHIELDING. THIS IS KNOWN AS SHIELDING EFFECT OR SCREENING EFFECT.

REMEMBER THAT S ORBITALS HAVE LARGEST SHIELDING EFFECT WHILE P ORBITALS HAVE NEXT LARGEST SHIELDING EFFECT.
