Theinert pair effectis the tendency of the electrons in the outermost atomic s orbital to remain unionized or unshared in compounds of post-transition metals.In other words we can say that down the group the stability of lower O.S. increases or the tendency toform ions whose oxidation state is 2 less than the group valency increases.
