The inert pair effect is the tendency of the electrons in the outermost atomic s orbital to remain unionized or unshared in compounds of post-transition metals. AND IF in proper defination u can say that the orbitals will not be participated in the chemical bonding process due to this . HOPE IT CLEARS ALL THE BEST ..
