Given Q= -1.6 * 10-19
Using Q=ne
n=1
Thus there is only one electronic charge in that oil droplets.
For second charge,
n = 10/4 
n=2.5 
which means n can be 2 or 3
There may be 2 or 3 electronic charges since charge do not exist in fraction.
Only that charge is exist for which n is natural number.
