							Shielding effect is effect in which the electron in the various orbitals shield themselves from the attraction of protons present in the Nucleus.
Thus the Effective Nuclear charge Zeff is given by

Zeff = Z-S
where,
Z = number of protons in the nucleus (atomic number),
S = number of electrons between the nucleus and the electron (the number of nonvalence electrons.

Whereas, Inert pair effect is the reluctance of the electron of ns orbital to participate in bonding due to strong hold of nucleus on them. This occurs in late p-block metals where d and f orbital comes into play as they show poor shielding effect to the nuclear force.

There is no relationship between the two effects.
