XeO3 is planar in shape. It has 3 dative bonds(cordinate bonds) in one single plane. Taking into consideration that dipole moment is a vector, the 3 dipole moments of 3 bonds being in same plane and of equal magnitude results in a sum of zero. Therefore the dipole moment of net molecule is 0.

I think you are mistaken for XeO4. XeO3 has 3 dative bonds and a pair of lone pair.The vector sum of the 3 bonds will be 0 but the lone pair will add to the dipole moment, so XeO3 will have a dipole moment but XeO4 won`t. Someone please approve this answer.

XeO3 will have a dipole because of presence of a lone pair on Xe atom. Since there are three bonds in a plane cancelling each other but lone pair will provide a net dipole...
