Hi !Raju ,
cl3c- is less basic than F3c- because florine can disperse charge only by an inductive effect while cl(having 3d orbitals) disperses charge by inductive effect as well as by p PIE -p PIE bonding delocalisation.Florine is a second period element with no 2d orbital.
Hope it’s help you,
All the best !!!!

@ raju
chf3 when it will be separate into its ions then it will generate cf3- and h+
and chcl3 when it will dissociate into ions , it will generate ccl3- and h+ .
cf3- is not stable by resonance due to the absence of d orbital on F . but ccl3- is stable by resonance due to the presence of d orbital .
HOPE IT CLEARS YOUR DOUBT
ALL THE BEST ..
