positive charge on a octahedral complex will increase the rate of substitution. This is because the entering ligands are either anions or have the negative ends of their dipoles pointing at the metal ion.

Dear student 
Acid hydrolysis or aquation reaction may be defined as the reaction in which an aquo complex is formed due to replacement of a ligand by water molecule.
i) Charge on the complex has great importance  in ths because , without charge , acid hydrolysis does not going to occur. 
ii) The rate of acid hydrolysis depends on steric hindrance , The size of compound is larger or smaller will decide the reaction.
