2 is right answer. there would bo repultions according to which we should compare. As we know that CH3 CH3 repultions are more, this should be greatest. then in remaining two,  OH is same, so we should look for different thing. Ph is bulkier
 than CH3 so order is 2.

Ya there is a slight difference in values of these angles. Angle between CH3OCH3 is 110.3°, Angle between PhOH is 109°. Angle between CH3OH is 108.9°.
