As in the NH3 molecules, there is bond between N-H , the hydrogen bond. These hydrogen bonding are considered strong bonds So there is more force required to break them which is essential in order to change the state of the substance or to convert it in to vapor. While in case of PH3 the weak inter-molecular forces are present .This why NH3 boiling boint is quite high.
