There are zero dative bonds in H4P2O7.

There are two structure Possible for H_{4}P_{2}O_{7}
 
ONE in which Two DOUBLE BONDS P= O
 
And According to other structure replace these Double bond with Coordinate(Dative) Bond P\rightarrow O so from 1st Structure ZERO Dative bond
And From Second Structure TWO Dative bond
