Because when Cl is outside of the coordination sphere we write chloride and when it is inside the sphere we write Chlorido.we add iodo to any element present in the sphere except the metal ion or the central atom

Because here, chlorine acts as a ligand and not a counter ion. When chlorine acts as a ligand the suffix `ido` is attached to it.
