Because orbitals should have same/equal enrgies to participate into the Hybridization.
No. of hybrid orbitals should be equal to the no. of orbitals mixing.
isolated atoms doesn’t take part in hybridization but only at the time of bond formation.
Hence, 
In hybridisation why in SO2 fully filled 2S orbitals participate but in SO3 half filled 2S orbital participate.
