Cation exchanger are installed prior to anion exchanger because of the fact that the water should be completely free from hardness before entering the anion exchanger. If there will be any hardness in water else there will be precipitation on the Anion resin bed.

Since, hardness is due to Calcium and Magnesium (which are cations only).
