Hey the first one dissociate into three i.e 2CL-nd the cation complex nd the 2nd complex is dissociate into one whereas molar conductivity depends on the charge so 1st complex having greater conductance .

[Pt(NH3)6Cl4, it has 4 Cl– ions (free ions) and one cation has the total number of ions are 5.
[PtCl2(NH3)], it has zero number of free ions and zero total ions.
 
As the number of ions increases, the electrical conductivity increases. Hence [Pt(NH3)6]Cl4 shows more  electrical conductance than [PtCl2(NH3)2].
