How low bond dissociation enthalpy and high hydration enthalpy help fluorine to become a strong oxidizing agent

There are two reasons for this:
One: Due to the size. Fluorine atom has very small size as compare to other atoms in the group hence has high hydration energy due to the size difference with other bigger atoms.
Second: Due to the highest electronegativity of the atom it is the strongest oxidizing agent.
