Hiii 
we need to keep all factor in mind while we are caculating bond strength. Although F has higher electronegativity it is significantly smaller than Cl, Br and I Thus F is less stable than I .
So, F is a much better nucleophile.
F is a much better leaving group than I because F will instantly catch a hydrogen from the solution and stop being nucleophillic which according to Le Chatlier principle shifts the equlibrium to where F is a leaving grup.
