Z=1  for ideal gases s the ideal gases behave ideally at very very Low pressure with very large volume.
Hence PV = RT.
 
For z greater than 1 the pressure is too much high.
Hence at very high pressure for He and H2 ‘a’ constant is negligible because size of H2 and He is very small
 
For z lying b/w 0 to 1 the pressure is moderate and Volume is large.
