acc to VSEPR theory the molecule CIF3 have T shaped structure and its based upon trigonal bipyramidal structure . 
u have to remember these things here 
1- here the central atom is O .. 
2- the cl contributes 7 electrons and the total valence shell electron is 10 and if VSEP are concerned then its 5 pair . 
3- the lone pair occupy equitoraial structure on trigonal bypyramid . 
this minimise the no. of 90 degree lp-bp interactions . 
4- the equitorial axial bond angle are less than 90 degree , due to lp-bp repulsion being greater than bp-bp repulsion . 
AND IN NH3 ACC TO VSEPR THEY HAVE TRIGONAL PYRAMIDAL STRUCTURE .. 
THE CENTRAL ATOM IS N THERE AND TOTAL VSEP ARE 4 , AND VSE ARE 8 . 
BOND ANGLE = 107 DEGREE (LESS THAN 109 DUE TO LP-BP REPULSION . 
BEING GREATER THAN BP-BP REPULSION )
