The oxygen atom is more electronegative (it is better than hydrogen at attracting electrons, because it has more positively charged protons in its nucleus), and this makes it slightly more negative; consequently, the hydrogen atoms are unable to hold the electrons near to them, and become slightly more positive.

As we go from left to right in the periodic table we get N then O. And from left to right the no of shells(energy levels) is same but the effective nuclear charge increases. So the attraction of the atom for electrons in its outermost shells increases,electron affinity increases to complete the octet, thus electronegativity increases

   IT IS DEFINRD AS THE RELATIVE TENDENCY OF AN ELEMENT PRESENT IN COVALENTLY BONDED  MOLECULE , TO ATTRACT THE SHARED PAIR OF ELECTRON TOWARDS ITSELF .
 ELECTRONEGATIVITYDECRESES DOWN THE GROUP AND  INCREASES ACROSS A PERIOD FROM LEFT TO RIGHT.
    FROM HERE WE CAN UNDERSTAND THAT THE ELECTRONEGATIVITY INCREASES IN A PERIOD  SO IN A PERIODIC TABLE NITROGEN IS PRESENT BEFORE OXYGEN SO THE ELECTRONEGATIVE VALUE OF N=3.0 AND O=3.5
