Here the difference is created by the effectiveness of Back-Bonding
the effectiveness of Back-Bonding decreases as the difference in orbital size increases
here the central atom Ge has larger size than Si and hence the former has Ge compound has weaker back-bonding.
so Si compound has to be planar while Ge compound has to be terahedral
