Chlorine has the Highest Electron Affinity in the periodic table (Even more than Fluorine). Then how Fluorine is the most Electronegative?

This is due to small size of fluorine making greater electron - electron replusion than how it does in chlorine. This in turn, chlorine have more electron affinity than fluorine.
