A theory of interatomic interaction potentials for the nonstatic case is given. It is shown that in the framework of Thomas-Fermi-Dirac approximation interatomic potential may be separated into three parts: electrostatic interaction, kinetic and exchange energy contribution. The second and the third of these depend on the Fermi-spheres overlap in the momentum space which is absent when the relative speed of atoms is high enough. The electrostatic part of the potential does not depend on this speed and can be calculated as in the static case. The general formulae for the kinetic and exchange parts of interaction potential are derived. Some applications to the channeling theory and nuclear stopping power theory are discussed.
