Decimolar solution means 1/10 of concentration of 1M solution .
So 1kg(1000ml)  1M solution will have = 90g of oxalic acid
So,250ml  1/10M solution will have =  (90/4 * 1/10)g of oxalic acid = 2.25 g

decimolar = 1/10 M
for 1 M 250  ml solution = ¼*90 = 22.5g
for 1/10 M 250 ml solution = (1/10)*22.5 = 2.25g
