Out  of both,
The Fluoride ion is much smaller than the Hydride ion! The hydride ion is bigger than the Chloride ion also! It roughly the size of the bromide ion!

The reason — 
Effective nuclear charge of the hydride ion is too small. This reduced its control on the two electrons so both of them stay far away. The orbitals become diffused.

Hydride ion is a very strong reducing agent because only a single proton is holding two electrons.

Compare fluorine, nine protons and 10 electrons. Each proton only holds about 1.1 electrons.
