C is the answer because the electronic configuration of carbon molecule is
@1s2 @*1s2 @2s2 @*2s2 @2pz2 pi2px1 pi2py1

the electrons are unpaired in bonding molecular orbital.
rest in allother molecule the electrons are paired all other are dimagnetic

What do they mean by 2s-2p mixing . And for number of electrons less that 14 DONOT we fill pi2px and pi2py before @ 2pz?

At place of hybridization (in VBT) , Mixing term is used in MOT , it is similar to hybridization . in CO eleron released from sigma 2s* to form CO+ . so bond order in CO+ = 3.5

option c is correct because carbon atom contain unpaired bonding molecules orbital .
where as those molecules whose electron are paired are called as diamegnetic.
if you are not understand this comment then take your ncrt book and read again VBT theory and 
MOT theory then you will understsnd better.

You are saying wrong. When the number of electrons are less than 14 pi2px and pi2py are filled before @2pz

In case the electron sum is 14 or less .the energy difference between 2s and 2p is less so they tend to overlp. So 2px and 2py fill then 2pz. If we not considered 2s-2p mixing;2pz energy decreases .so 2pz then 2px-2py filled with  electronic.

As usual b2 is paramagnetic if they donnot mentioned anything but in given question they mentioned that sp mixing not take place.In this case b2 is diamagnetic and c2 is paramagnetic because in this case although electrons are less than 14 but you have to fill them like they are greater than 14 as molecular orbotal theory.

C2​has two unpaired electrons, thus its paramagnetic.
