Are all have hypovalent compounds lewis acid and all hypervalent compounds lewis base ??

I don't understand you question properly 
But some basic information I can share ....hope it helps
Hypervalent compound means the compound having more then 8 electron in their valence shell after bond formation 
Ex....PCl5 
Total valence shell electrons = valence electrons of Phosphoruos + Number of electrons acquired by bond formation 
Total valence electrons= 5+5 = 10 i.e. PCl5 is a hypervalent compound .....if you want to checck acidic or basic nature of hypervalent compound you can use this basic information 
Compound which is electron deficient can accept electron from outer source like BCl3 (Lewis acid)
And compound which can donate their lone pair easily are Lewis base

Yes 100%  hypovalent compounds are always act as a Lewis acid and hypervalent compound always act as a Lewis base. Because hypovalent compounds and efficiency of electron and the hypervalent have access . So hypervalent compound act as electron donor and hypovalent compounds act as a electron acceptor.
