Given neutral atom has 2K ,8L, 11M , 2N electron the total number of electron are 23.
K=1, L=2, M=3 N =4
Atomic no-23 (Vanadium)
Electronic configueration is – 1s^2 2s^2 2p^6 3p^6 4s^2 3d^3
 
so no. of s electron would be 6
