Config is [Ne] 3s2 3p1. Explain how it has access to a vacant d orbital. Then does it also have access to the 4s orbital? Why doesnt boron have access to the d orbital or even the 3s orbital?

Aluminium has access to the whole of the 3 rd orbit (s,p,d).

thus It is able to utilise the 3d orbital even though it is empty
