We all know that the reducing agent must have more negative ?G value. So, in the case of zinc oxide ,Zn has more negative ?G value then CO.

Reducing agent should have more negative ΔG value. In case of zinc oxide ,Zn has more negative ΔG value then CO as you can see from ellingham diagram, so it can not be reduced by CO.
