DIPOLE MOMENT = CHARGE X DISTANCE
although flourine is more electronegative , but bond length of CCl is greater than that of CF.
In this case distance factor dominates over charge.[exprimental data]
Hence dipole moment of CH3Cl is higher

Dear Abhijat Pandey,
Dipole Moment = Magnitude of Charge * Distance of Seperation
Though Fluorine is more electronegative(Pauling Scal Value is 4.0) than Chlorine(Paulin's scale value is 3.0) ,the C-Cl distance is greater than C-F distance !
Hence CH3Cl has greater dipole moment than CH3F !
