Phosgene is very unstable, and the C=O bond is quite strong, so the rxn doesn`t take place. In SO2, the S=O bond is quite weak, as the overlapping won`t be effective , as the sulphur is very big in size. So, the reaction sulphur dioxide + phosphorus pentachloride -----> POCl3+SOCl2 is possible.
