Which gov. colleges are good for civil engineering on basis of placement? Tell if private are better than gov. in Delhi-NCR?

IITs & NITs are obviously the good colleges in civil engineering. The other colleges which are good too are: Jadavpur University, MNIT, BITS(Pilani & Mesra), DTU,PEC etc. DTU(Rohini) civil engineering is one of the top notch in India.

Sum of series 2[n/2] ! [n/2]!/ n! [2Co-2C2+3C2....+[-1]^n[n+1]2Cn] where n is an even positive integer. Kindly provide solution of this question and how to generalise this. How do we know that which expansion will give this?
