The coefficients on 7s 6p 5d and 4f mean the shell it is in. So 5d is closer to the nucleus than both 7s and 6p, which means it has the lowest energy. 4f is in the fourth electron shell, so it is the closest to the nucleus, thus having the lowest energy.
