Time is a fundamental quantity,wheras velocity is a derived quantity.velocity needs the help of time,but time is independent of velocity

]Your question has absolutely no meaning as Time is a fundamental quantity and Speed is a Derived Quantity.
 
Speed depends on Time, Time does not depend on Speed.
