A nice question
let z = x+iy
then expanding we get
(x-4)^2 + y^2 = x^2, \quad \Rightarrow y^2 = 8(x-2)
Now plotting this will result in parabola and one can clearly see that the maximum argument will corrospond to tangent from orign to the parabola (Plot and see)
so y= mx
(1) m^2x^2 = 8x-16
(2) 2y\frac{dy}{dx} = 8 \quad \Rightarrow 2mx \times m = 8 \quad \Rightarrow m^2x = 4
using (1) and (2) we get
m=1
which implies the maximum argument is the option A
