Suppose line l1 is oriented horizantally and it's velocity v1 is in vertical direction
 
Similarly , line l2 is oriented vertically and it's velocity v2 is in horizontal direction
 
At point where they cross it will have both horizontal and vertical components of velocity.
So net velocity,

V = (v12 + v22)1/2
