Dear student 
The key to solve this problem is the length of the pendulum. The length of the pendulum is the measure of the distance between the point of suspension and the center of mass of the bob. When water is filled completely within the bob, the center of mass of the bob lies at the center of the bob.
When the water is completely out of the bob, the center of mass of the bob returns to its initial position (the center of the bob) again. So, the time period becomes T again.
 
We can conclude that, the time period first increases and then decreases.
